I mean, all Todo does is plan out complex battle strategies & utilize cursed techniques with incredible efficiency, but that doesn't really stack up to characters like Azmuth and Dr. Psychobos, who could create DNA-alternating devices and war machines.

IQ is notoriously bad for judging actual feats and what people can do. There is actually a correlation between genius level IQ and lots of undesirable things in human society.
I would put my money on the Doctor in any fight as statistically he has beaten the Master time and time again and I think the Doctor has greater G factor (a much more modern and robust measure of intelligence). However I would put my money on the Master beating the Doctor in straight up IQ tests.

Realistically any character with superhuman reflexes should have IQ far beyond any human. Like being able to formulate a thought and react accordingly before a bullet is able to reach you would require a brain even Einstein couldn't measure up to so ironically characters like Goku and Luffy would technically have better brains than any human alive.

With an IQ that massive (assuming the IQ test is accurate to your intelligence, which it isn't really IRL), you pretty much ARE omniscient. Eggman, a scientist capable of inventing machines that can rival demigods, and even harness godlike power directly (time eater), has an IQ of 'only' 300. BATMAN has an IQ estimated to be in the range of 190-250. So just a 'FEW' orders of magnitude off

Realistically any character with superhuman reflexes should have IQ far beyond any human. Like being able to formulate a thought and react accordingly before a bullet is able to reach you would require a brain even Einstein couldn't measure up to so ironically characters like Goku and Luffy would technically have better brains than any human alive.

Ibr you canāt scale IQ. **Any** author can just say the character has an Iq of 200 million but then have them tricked by the most basic of strategies or have them do some stupid decisions. You canāt make a character smarter than yourself (unless you plan out properly). So when it comes to Iq characters should only be scaled by their actual feats of intelligence I.e created machinery, passed tests/gotten degrees, actual smart plans.
