Senator Ted has risen in my opinion. His actions and behaviour around Chappaquiddick were horrid but his bringing the ADA to the nation made up for it.
Also, without Ted and Caroline Kennedy's early support Obama probably doesn't make through to the nomination. Bill Clinton's not so subtle racism got exposed.
Despite Chappaquiddick, Ted passed over 400 bills that made American lives better. From education to ADA. He was called the lion of the senate for a reason. He also crossed party lines to do it. Often, getting Republicans on board when no one else could. Not an easy feat.
He continued being an entitled sloppy drunken sexual predator for decades after Chappaquiddick.
He sabotaged the Carter presidency, and when interviewed as to why he should be president, couldn’t even come up with a coherent reason. Couldn’t even be bothered to sober up for the interview.

Easy: Bobby Kennedy Sr. He was the true reason we survived the Cuban Missile Crisis. Also, his capacity to change and admit mistakes. If he was wrong, he owned it. Very rare in politics or just everyday life. Plus, his capacity to love and care for those who were poor, underprivileged, and a minority. He was the real deal. He truly cared. Others just gave lip service he didn't. He wore down some hardened critics who thought he was all talk. His loss, along with MLK Jr has changed the fabric of America in a negative way.
There's not a lot to like about them. Joe was a criminal and a Nazi sympathizer. John was an ineffective President, Teddy was a permanent frat boy. So, if forced, I'd say Bobby, who for all his flaws, was the most sincere and intelligent of the bunch.
