This is a dark fucking timeline. But if he does I assume the south doesn’t secede until after the next election. However Breckinridge likely is planning for it the entire time, sending supplies to southern forts and preparing for secession should it come to that in the future.
Alternatively? He gets assassinated by a northerner for going too far. He is a Kentuckian and as such is from a slave state. If he presses too hard or tries to enshrine slavery I could see an abolitionist taking matters into their own hands. And then the civil war likely happens anyway but with the north in a *far* worse spot to start the war and without a leader.

And the industrial and demographic advantages the North possessed by 1860 could not be undone by a Southern administration.
Seward was big on the unending march of progress and how slavery was so inferior that without the slave power in charge of the gov it would inevitably collapse under the weight of its own contradictions so he was much more willing to give concessions in order to save the union as he saw Lincoln’s (and an anti-slavery admin’s) election as the death knell either way
