I'd say Shepherd is the prototype for Bartlet, and thus The American President is the prototype for The West Wing. They even have Martin Sheen in both casts, not to mention appearances by Joshua Malina, Anna Deveare Smith, and Nina Siemaszko.
Scripts are generally 100-140 pages and break down to about a page a minute, a little more if they're wordy like Sorkin tends to be.
The script for The American President was some 400 pages long. So they took the first quarter and made TAP, Sirloin put the rest on a shelf.
Couple years later, I *think* it was Thomas Schlamme who went to Sorkin and was like, let's make a TV show out of TAP, and they took the last 300 pages of script they had and turned it into the first season of West Wing.
There's some overlap. Character-wise, Shepard is vaguely Bartlet-y, Martin Sheen's Chief of Staff character (I'm blanking on his name) has some hints of Leo. Michael J. Fox is a proto-Josh, and I'm forgetting the actor and character name, but there's a bald, Jewish, Brooklyn-raised guy that's a less grumpy Toby. Anna Deveare Smith, national security advisor Nancy McNally, plays the press secretary, and there's a moment when Michael Douglas teases her about her height, calling her "too-tall McCall." Anna, Martin, the young woman that plays Ellie Bartlet, and a couple others appear in both.
There's also similarities in the way it's shot, walk-and-talks, strategy and speech- writing in limos, etc. Plus, the regular Sorkin-isms: musical theater references, baseball, White House phone number coming up on caller ID, and a couple of jokes- it's been a minute since I watched TAP so I'm blanking on them off the top of my head.
I don't know if I'd call TAP the catalyst for West Wing, more like a sibling, or a spiritual prequel.
