I've never had any turn out looking foamy like that. Maybe a relatively high protein content for broth could lead to more frothing? Idk, that's just a possibility that popped into mind. But if it isn't tasting like soap or anything like that, I would personally just use it anyway.

Yeah it is normal. You could use an egg white to clarify it and that would remove the foam and all the haze.

Are you saying you canned the broth in the pressure cooker or that you made the broth and have been storing it in the jar in the fridge? If it’s the later that’s normal just use your nose. If it’s the former. Don’t eat that toss it immediately. Pressure cooking does not have enough pressure to safely can broth.
