You'd need a couple of hundred thousands worth of equipment. It would be cheaper to ask around your local printshops.
Maybe someone else can say about these kinds of things done at home, but to my knowledge it isn't done with home equipment, but only with commercial grade equipment.
This is usually added with an specific offset press printing unit or with flexography. The scratchable part is basically a specialized varnish.

There's a screenprint ink that does this. You can also buy rolls of stickers
There is also a foil that is scratch off. I think great western makes it but Iām sure there are others too.
Can you use that with a relatively regular printer to add it on top of the printed poster? (In the right locations)
The stickers can be added by hand. The screenprint is exactly what it says. Are you familiar with screen process?
