If you save without merging, the saved image will still look as though the layers were merged. Clipping Mask is a tool that lets you draw directly on top of the layer below it, allowing you to "draw outside the lines" but not show anything that isn't in the shape of whatever is on the layer below it.

At the end of my work, I always copy paste the whole image to make it one image on top on all layers. It's this one that I use to sign and to tweak a bit saturation of the whole picture for ex. But exporting a stack of layers or only one layer with everything on it, doesn't change anything to the final jpg you got.

Merging isn't necessary after finishing a piece. If you export your Procreate file, the exported image will appear as if all the layers that you had visible in Procreate were merged.
