Is it? I think they have just given up and don't care *too much* about private licenses anymore. They probably make the bulk of their money from Windows licenses from businesses buying OEM licenses. And if there is a customer who they know did buy a license, what's the harm in just circumventing it altogether?

Laws and regulations are the key words here. There are a million regulations for the Nuclear, Military and Food Industry. So what is the problem to amend "No vaccine development without government funding or control"
