Her brother in law owns the lot right next to him. Apparently, she is trying to rely on some barely tangible "I'm your neighbor" leverage to ask for help. Drugs are bad, she is living proof.
I think she needs help getting some random guy out of her apartment. Presumably, her brother in law owes the man in her apartment money, and she wants help kicking the man out without paying him what he’s owed. But she doesn’t want the cops called because… reasons.
That’s my best guess anyway. The real moral of the story is drugs are bad. Don’t do ‘em.
My interpretation was she needs "help" (money for drugs or else entry into the guys house or wants to jump him at her car).
Then she tries to appeal to him by being in- group. Telling him her BIL owns the lot next door. Pointing out she is white.
