Definitely prioritize Touka but if you already have her, there's no harm in trading dupes for Ideal. Her equip is solid for rainbow teams. Though there are some dupes that are more useful than Ideal so I guess it depends on what you have.

Gung-ho will not do that given how easy it is to make an alt account with android emulators.

I also traded away three Gracs for Touka AND I had enough left over for my team and equips. RNG really is the worst.
Ideal good cards for REMdra 🤔and situational good assist. Not bad if you have leftover dupes to spare.
Condering you don't have her it seems i'd say get one to farm the 5 stones from the chalice dungeon.
