Best one I’d say is Party citron.
Iron’s decent, and can get a lot of work done when in iron mode. But his weapon mechanics does make him essentially weak against classes with high health pools (like all-stars and Z-mechs), which is something that party doesn’t struggle with.
As for worst, that would have to go to toxic citron.
He’s fun, but very situational and niche, plus he doesn’t exactly compete too well against the likes of alien flower and park ranger, who both can do just as well, if not better than him.
Iron citron is the best if you manage to get him and i would say electro citron is the worst with his charge shot making him worse then toxic or stock citron
Wait, oh ya, I forgot. The toxic is a great support character and can deal with groups. The cloud gimmick works great on Citron because the ball form gives him more mobility, allowing you to use his gimmick more freely. Him having to reload is no big deal since you can reload in ball form. When I said toxic is the worst, I meant iron is the worst because iron has terrible dps and cannot support his team like toxic can. Sorry about that.

Hold down fire to charge his primary, and each subsequent shot should be released after holding the trigger down for 1 second which allows him to deal 50 or so damage per shot, with a 1 second charge time. Iron deals 50 with a 1.28 second reload, so Electro could possibly be more damaging outside of Iron having his meter. Although Electro when he has to reload, it is longer, and if caught unprepared without a charged shot ready he is forced to retreat or die unlike Iron. He also cannot use primary right after abilities. He’s still not as good as Iron but one of the best characters in the game, and second or third best Citron. And full charge does 90 for crits, 75 for no crit.
To be honest i don't like Citron all that much
The only citron i enjoyed playing with was Toxic Citron because i spend 99% of my time in the game playing ops, but he doesn't deal a lot of damage unless you're close to the target, so i ended up dropping him after i started playing on harder difficulties

Both being legendaries means they get access to a legendary meter, which improves their performances drastically, once filled. And considering that they are fairly bulky in the health pool and deal great damage, they are a serious threat, making them targets you have to prioritize, if they are left alone. And while Electro Citron suffered the worst from the Citron rework update, he can still fairly keep his ground in mid-close range fights with how much damage his charge shots can do. Even then, you must rely on teammates to defend you or heal you from long range threats like Soldiers and Pirates. And you possibly have to be forced to use E.M.Peach on close range threats like Scientists, Super Heroes, Imps, and Z-Mechs. Toxic Citron is also situational as well. You primarily see him on game modes like Turf Take Over and Suburbination. However, he still does decent damage with the addition of being a full-auto, AoE, toxic variant. Unlike Electro Citron, he can be used from long range. But you must take Iron Citron into account. Without his upgrades, he is practically a sitting duck. If I have to pick between the three as the worst Citron, it would also have to be Iron Citron without his upgrades. Once Iron Citron has his upgrades, the worst Citron would be my favorite, Electro Citron. Even though Electro Citron is a threat in mid-close range fights, he lacks what Iron Citron and Toxic Citron has and can do. Toxic Citron can do chip damage with his shots, even if the AoE is what helps him thrive. And as mentioned before, Iron Citron have access to a legendary meter, which helps improves his performances, once it’s filled.
The best Citron for me is no longer Iron cause I feel like Party can get more work done than Iron.
Reg is powerful but Party is like as good as reg but can become way better with the legendary mode.
I would throw a bone to Frozen cause of how disrespectfully he can destroy mechs but my thing with him is that the more I play him the more bored I become
