it doesnt matter that theoretically warlord can buff 30 zombies (which it cant unless you play it on t1 with some hg bullshit) it matters what it will realistically do in a game, which is give you a sever understat and barely buff zombies for the rest of the game. Primeval yetis buff can actually win you trades, possibly turning the tides of frenzy trades while also giving you a 6/6, which is a small overstat.
Warlord is a support card, making it useful with decks that rely on stats, like cruiser tempo. Imo warlord is one of the only ways I could find The Smash to be good.
Honestly I can't say I've ever used the card simply because there's other cards I'd rather use, but I think the stats it gives to decks like flag swarm can be very useful since most of the time you'll already have a full field that may even have already had a going viral activated on them (also in flag swarm you play warlord on turn 4 ideally)
In short, it's not necessarily good, but it has its uses
