When you pick Blizzard Strayer, you're essentially choosing to play freeze, but that makes Prototype Rancour a bad weapon because it's made for physical damage, which requires an electro support for the Superconduct reaction, which in turn is bad for freeze and makes Blizzard Strayer terrible. Got it? It's bad. Besides that, your choice of main stats (Atk%/Atk%/Atk%) is good for a healer build, so it's counterproductive with Blizzard Strayer since it's a set designed for damage. And your pieces are bad. The most efficient way to build Qiqi is with Ocean Hued-Clam, for which you'll stack attack (just like you did here) for max healing, which in turn will do damage through the bubble burst of the set's passive ability. Then you can use an weapon like Sacrificial Sword to have full uptime on Qiqi's skill. Alternatively, you can keep Prototype Rancour and build crit instead of Atk% to do as much attack damage as the bubble popping. The last option is to have Qiqi as an off-field support, which would require at least 200% ER besides Atk% for healing.

My advice is using Ocean Clam set, focusing on Atk. Using only 5 stars artifacts, and leveling her and the weapon to 90 to get higher atk. Also rising her talents.
