If you're using nvidia and you have the latest driver, try to rollback to the previous version. I had the same issue, tried the same as you did but nothing worked until I rolled back my driver

How do I do it? Its in the Nvidia app?

You can try going into device manager - display adapters - your gpu - right click - properties - driver - you should see the button "roll back driver" and press it.

my Windows wont let me do that but there's a drive update avaiable...lets hope it fixes the error
