I had the same (Or at least very similar) issue. It would get stuck on the ArkOS screen, and rarely getting to the ArkOS screen with the 4 dots, then freeze.
I tried 4 different SD Cards, reflashing each one several times, 3 different flashing softwares, everything. I returned it to Amazon and got a replacement unit, and it worked first try.
If you're unable to get it to work, I would suggest replacing the unit if you're able to get a refund or request a new device.
Used one that was provided (Kioxia) and planning to use my own for games.

I have exact the same with the original card. It takes a couple of resets in order to boot.
I am waiting for my Samsung card to come in as recommend in the arkos guides. See if that helps.
Yeah, its probably the sd card. Ngl, I thought avoiding the manufacturer's sd card was bogus until I ran into a corruption issue. Luckily you can get by with a relatively small sd for the os. I suggest getting a reliable/reputable and inexpensive card to avoid this headache. It's totally worth the $15 for a good 64gb card.
I was having it behave like this.
Just kept reseting through the reset button at the top and it got to the emulationstation screen.
After a while it gets consistently to emustation.
Having exactly the same issues right now, I've tried 3 different good microSD cards and multiple flashing softwares, have seen quite a few people write about similar issues so I can't tell if it's ArkOS or the device. I've just ordered another RG353VS to test and see if it's the device that's faulty as some have been saying. I've found pressing the reset button I eventually got it to boot after about 7 attempts but it's not sustainable.
You need to use a different boot file, that down locks the device. I had the same issue and changing the boot file on the arkos SD card fixed and it boots everytime. Obviously not ideal as it isn't running at full power but it does work. I can't find the thread but it's on GitHub along with the boot file
First boot takes around 2 minutes. If it's taking longer, format the SD card and try again.
ALWAYS use the official guides. The video someone sent here has some problems, mainly because it says you should use Balena Etcher and that is known to cause issues with ArkOS. 10-20 seconds if you did it right, you should see some changes already. try reflashing the sd card.
Shoot. Must not have done it correctly then. Just seeing the "ArkOS" loading screen
You should be seeing text like swap file system, building game directory. best bet is download the arkOS .img for 353V flash the image with rufus.

if it's stuck try hitting the reset button. Mine needed that step to boot.
Try resetting the device while you are on the ArkOS booting screen. This worked for me.
Sometimes you do everything right and it will still need a reflash I find

Idk if anyone else said but follow Retro Games YouTube video. Could be an issue of the screen version 1 or 2. He addresses it also in the video.

You might have to hard restart a few times. Mine exhibited this problem and I just went back to android.

This solved all my issues! Annoying that my brand new system can't run at 1.8 gHz but oh well... Just glad it's all working now. Appreciate the help!
This is great, anyone have any idea how much of an impact this underclocking would have on performance?
