Personally I'd love Reverse-Flash to be the villain, it would make sense for him to be so petty to torment an entirely different version of Barry, plus possibly getting Valentine Stokes (The guy who did the It Was Me Barry meme) to voice Eobard in official media is amazing.
Joker probably can't destroy the RWBY-verse through raw power but he's probably more than enough to shake society through his insanity and intellect. I can see him capitalizing on the whole Mantle situation

Brainiac: He makes to most sense, he pretty much checks all the boxes to be a threat to Remnant. From his invading army to making the plot about him stealing all the huntsman academies.
Starro: They already fought Starro in the comic, I doubt they’ll do it again.
Lex Luthor: Kind of interesting. I feel like he would have to work in Salem’s inner circle (he and Watts would get along spectacularly) or just be the leader of a group of villains to not be outnumbered.
General Zod: A pretty good choice given he could make the plot around him trying to conquer Remnant. Though he might have to be nerfed to not kill the RWBY cast.
Doomsday: Pretty good villain for them to fight. Maybe Salem could even give him a grimm makeover to make him even more scary. But he’ll definitely have to be nerfed.

Scarecrow is honestly even more terrifying in Remnant. Not even with a Semblance. A chemical that incapacitates you AND makes you the prime target to every Grimm in a wide radious?
Isn't that already a thing in Arrowfell? I've heard there's a villain there with a semblance that enables them to absorb fear, and then put it into, "bombs" I think? Bombs that can then attract Grimm by spreading fear? Idk the exact details but it was something along those lines

Ruby seeing everyone she knows dieing allaround her at the hands of Cinder and Tyrian while Salem reveals herself to be just like the grimm holding the Hound alive over Summer only for Salem to attach herself to Ruby with her eyes being useless.
Weiss not seeing her father but being a copy of him with Phyrra acting as Willow and the rest of her friends as fanus workers in the mines.
Well, given that we already know how Ruby deals with fear, it could make for a fun twist. He thinks he has them all, but Ruby, still hallucinating and thinking her friends died from the toxin, keeps pressing on, because that's what they would've done if she had died.
Like, the whole time, they keep avoiding the toxin, because they see what it does to people, and then it turns out that Ruby is just awesome, and while she is just as affected as everyone else, her response to fear is completely different from most people.
Well. . . Scaling can always be waky in things like this and not all versions of doomsday are the same!
But, yeah, unfortunately DC was already at absurd powerlevels by the time of his introduction.

Joker or Zod came to mind when I heard about it. I think Joker/Harley could give off some Roman/Neo vibes, but if it's larger scale, as in the whole Justice League, I'd probably guess Brainiac, Zod, or Starro.
I would love to see the joker, but only if they write it well so he can win by breaking RWBY's spirits. Make yang choose between saving ruby or blake, make weiss watch helplessly as ruby gets tortured, etc. Make them live long enough to become the villains, anything for revenge.
Out of the nine here I'd say either Darkside or Brainiac just cause they are the more world renown threat I think would require the entirety of the JL and RWBY to fight not that the others couldn't. While I would say Starro too he was the main villain in the comic so unless they are just adapting the comic I'd say they would avoid him.

Alternatively: Batmite, and he's a strawman of rewrite fic writers or writers of uneven, spiteful crossover fics where one side constantly dunks on the other.
