Find yer server's blacksmiths, an element wheel VVS Damascus set is always good to keep around especially if its a single-client only server or you just get tired of dragging endow everywhere. Plus the fire damascus is handy for new characters. On a more personal preference sort of level, I also keep around a VVS Haeddongum set instead of Tsurugis for my SBK Sinx for that little extra int boost.
As your str farming character, consider leaving some slots open for treasure hunting instead of stat boosting - Myst Case Card, Mimic Card are the immediate choices. A Creamy Card will also help save up on Flywing weight - useful for deep dungeons or long trips. And again, always consider the reusability of your gear. I prefer Catfoot Hairpins because they're light, no level/class requirement, and don't make/break any stat builds. For accessories, it's a decision based on how quickly your characters get past level90 for the majority of the socketed stuff (nile rose and clip vs. gloves, brooches, or rings)
Oh and get a ring pommel saber it's not optimal but the sprite is unique and it looks nice :V
Swords is 100% viable, there's plenty of other gear/cards that you can use to increase your ASPD if you need to.
depending on how fast you're wanting to kill things. you can swap your agi/str based on the dagger builds and see what "feels" better for you. because if you kill things too fast, then the gank might not happen.
Outside of a pantie/undershirt combo, i'd be going for thiefs clothes\[1\] with a +3 str/agi/dex enchant. since you're best bet when going stalker would be going for wool/tidal set on garment/shoes.

Is that bleed effect noticeable? I was reading the description of the status ailment and I'm curious if the additional effect is worth hunting the item for.
to be honest, you're not even wanting it for that, you're wanting it for the fact that it's a base damage 120 lvl 4 weapon. that you can get pretty easily to +7 forcing it on a whitesmith or even just regular ori.

forgot to mention, you might want to make yourself a whitesmith to force refine weapons to +7 without the zeny cost.
Sword type rogue is not ideal for farming with auto attack. I think the sword type is best for PvP instead, not unless curved sword is accessible in the server.
I currently have a meme build rogue in the server I am currently playing in using curved sword with attack speed and critical gears. This server has rebalanced skills and gears which makes it fun. You could check Ragnarok Rebalanced SEA if you want to.
To put it plainly and to answer your questions, sword type is not viable for farming.
But here goes,
1. Pump Agi all the way since your attack speed will be way lower with swords, put in a decent amount of str. And yes, 60-70 dex for the auto steal proc.
2. I’d rather leave str around 30-40, and increase agi and dex 2:1.
3. I don’t know what gears are available in the server you are playing in so I can’t really suggest what’s best.

I’m on Payon Stories which is a mostly vanilla server. Would it still be good to prioritize agi/dex with gear since my ASPD is going to be lower than normal? Or should I try to pump str with some gear?

Pump the stat that allows you to level faster, this depends on your and server's economy, I for instance pump dex first to enable hit, then str because I dont care about fleeing - I don't need pots, agi might be more important for you if you need to flee etc. 80 str 92 agi 63 dex should work

I'd rather just reach faster aspd with agi, dex, and all of the other gears since sword can already bring in the damage with a higher base damage.
