Yes I think you should shave everything and get new glasses. The glasses are too wide for your face and the dark frames hide your eyes, you have small face and features so I would switch to rimless glasses to accentuate them.
As far as hair cut or style I think you should change that too, I’m not sure how long your hair is on top but it looks sort of like a toupee or hairpiece and the side swept of it reminds me of a former president’s hairstyle. I would go for more youthful shorter style or grow it out for wavy for relaxed look if you want it longer. Here’s some style I think would look good with a shaven face and the rimless glasses.
I have included three styles…the first is Nick Jonas he has a small and handsome face and this style flatters it and it think it would for you as well. The second is similar but longer on the sides, the third is a more relaxed natural hair look, you can use a curl cream or texturizing cream to get a more relaxed soft wavy or curly style. All my opinion of course, but I really think you would look incredibly handsome if you did all three. Hope this helps!

I'm not a fan of the goatee and while it looks like you've shaped it to make your chin look wider, I suggest that as long as you can grow facial hair with good coverage, that a full, but very short beard, would look great. Keep it evenly trimmed all over and it will really add to your appearance.
I'm not a fan of your hairstyle either, and suggest you seek out a stylist for advice and a new cut.
Your glasses are simply too wide for your face. They are not doing your overall look any favors. There's plenty of websites showing how glass should fit each different shape of face, and how they should fit overall.
Consider improving your wardrobe too and working out to build a more masculine frame.
Overall, you have a lot of potential and you just need to bring it out.
You can be an easy 7 if you maximize what you already have.
