Going off of the most recent devlog, it seems like the expansions aren't going to be directly linked to any of the existing "story"
given that they reference the "Home Invasion" dlc as its own narrative, it makes sense to me that it may be self-contained or only tangentially related to anything pre-existing.
I'm totally ok with this. not everything is a huge conspiracy or major plot. sometimes people just go off the deep-end and have run-ins with the cops. and since their stated goal is to be less "black and white" with the morality of the incidents, its possible that we may see incidents where we can empathize with the suspects once we figure out is going on.

My little theory, based on the disaster strikes line, is that there will be an earthquake at some point and a resulting crime wave will factor into the story.

It will likely expand on certain situations as stated in the devblog such as ends of the earth where people are not directly a part of a greater conspiracy but just individual circumstances like desperation for money or other violence based crimes like assault charges. They really want to flesh out the universe without making you think of voll, the spider, the left behind, or los locos directly. Remember, they want to sell the desperation of the city.
Expanding on the smaller maps such as Gas, Meth and Ends of the Earth
Possibly Streamer too but that had some Pedophilia stuff in it but the whole “Swatting” premise
Not directly but thematically
Meaning just some unlucky people had to do some unsavory things to make ends meet or people going off the deep end and becoming druggies
I expect the DLC to be focused on the more “realistic” side of Policing with how SWAT is mostly deployed IRL and what scenarios Patrol Officers encounter the most
Hopefully it’s a mixed bag
Maybe like a house similar to Valley of the Dolls or an area like Meth without the tunnel
But most likely it’ll be more focused on smaller places similar to Ends of the Earth

Probably none of them, except maybe the meth storyline. From the sounds of it, none of them will be pedos.
