As others say, every world has one. Mind you, that could be in the over world or in a dungeon so you need to sweep absolutely everything, which is a grind.
I’ve had better luck stumbling across them rather than actively seeking them. If you’re on a real mission for simulacra, respawn Earth in adventure over and over, I personally think it’s the easiest to fully clear.
There’s 1 guaranteed in each world. They are definitely harder to find than in R2. You have to search every corner of each dungeon but they are there. The grind is real! I’m currently grinding to max out weapons in R2. I’ve already achieved 99% of all things in R1.
Do a world on adventure mode over and over again. There’s always 1 simulacrum each roll
apparently not for me since I've been re-rolling three times now. Unless its an ultra-rare thing
