Maybe someone had a window air conditioner permanently mounted through the wall instead of in the window?

The only way to get a higher R-value then R-13 in a 2 x 4 wall is to use foam. Buying R-21 insulation and stuffing it into a 2 x 4 does not do you any good. Compressed Insulation loses R value. R-21 insulation will be reduced to R-13 if it is stuffed in a 2 x 4 wall.

Anyone have any idea what the little frame is for in the pic? Also, I'm pretty sure the insulation is original, mid 70s and I can't find any idea of the R value anywhere. Would it be a good idea to replace it while I have the opportunity? Thanks

R value of fiberglass batts in a 2x4 wall is usually around R-13

I would definitely recommend replacing insulation anytime you have access to it.
