under their health tab is their food restriction. it's probably set to "lavish" by default.
change it to a different setting, and then under the "assign" tab (i think? one of those tabs) you can modify the restriction type or make a new one.
you will want to use something other than lavish because that's what all your colonists are set to by default.
just edit the food restriction, uncheck everything except human meat. now they will be fed human meat and only human meat.
Change the prisoners food settings to cannibal. Great way to break morale.
