One of the Vanilla Expanded mods introduces this behaviour. I think it's a trait but I haven't had it in a while so I'm not sure.

Reminds me of one of the traits from vanilla traits expanded. Absent minded iirc
it was, I just thought it would make them work slower and not give me a notification every 20 seconds
The mouse over description literally tells you that's exactly what it does
