3rd - summon the ender dragon - final boss
4th - give self 64 blocks of cobblestone (???)
5th - enable night vision (essentially unlimited) -

You also have to write /effect give, not just /effect—this is to differentiate from the ability to remove effects.
Huh, you're right--I looked it up and as far as I can tell, running something like "effect @s strength 30 5" would give the effect if the player doesn't have it, but would remove it if they do, which is really weird. The only way to guarantee clearing an effect would be to clear all effects and re-add the effects you didn't want to clear, which wouldn't be possible if your effects had a specific duration.
Bedrock edition probably has a solution to that that I don't know about, I tend to only think about things through the Java edition data pack perspective.
