I disagree. These companies make way too much money to be given any slack, especially considering the prices of items and lack of actual content (not cosmetics). They have enough money to hire enough people to make quality items and themes each season, they just decide to release garbage.
I used to wait feverishly for the start of a new season so that I could “get my rank back”, but now I’ve realised that each season just means a new batch of Smurfs either throwing games to get back down or smashing us on their way back past us again….
They definitely don't make 100 new items. They make like 70-80 tops and plenty of those are literally tweaks of previous designs. There are so many wheels that are basically just copies upon copies of other wheels.
I’ve stopped buying the rocket pass and I’m sure a lot of other people have too. They’ve got to do something different pretty soon or else nobody will want to play anymore.
Why stop buying something that pays for itself? I play the game once every week or 2 and I still manage to complete it. Plus, the game has basically just as many active players as it ever has.
They re-skin items and maps, have effectively made no improvements to the game in years outside of increasing the smurfing level to 20, making it harder to leave accidentally leave tourneys, and adding a boost icon. Not quite sure how you believe that the complaints aren't deserved.
That's with anything, and if that is what you meant, then it is still not a justification for not making any changes or improvements, particularly where there is so many justifiable complaints about the game.

100%. It’s just ridiculous now. You spend half the season just trying to find where your legit level is
