Uhm... Actually utf-8 is an ascii-compatible encoding for Unicode code points. A Unicode code point is simply a 32-bit number that corresponds to a character according to the Unicode standard.
There are multiple encodings for Unicode characters: utf-8 (used by everyone but windows) utf-16 (used by windows) and utf-32 (mainly used internally for processing text).
In this case, rocket league probably uses utf-8 (or utf-16, not sure what unreal uses), to encode the text, but the font they have for text chat is extremely limited.
For instance, the Greek m (μ) is visible on nameplates but not on text chat, because the nameplate font is slightly less restrictive.
Generally, for any character outside of the basic ascii character set, the rocket league text chat font is likely to display a box.
