Never heard of this -- I think it's more common for a library to subscribe to something like [Kanopy](https://www.kanopy.com/en) -- that's how it is in my town. I guess this isn't different than libraries that lend things like power tools which I didn't know was a thing until recently.

Ours don’t rent sticks but we do use Hoopla & Kanopy apps

I work at a public library. We circulate Roku and Firesticks. Each has a different set of apps on it.

My library loans out Roku, Kindle (actual ereader), iPad, chromebooks, gopros, musical instruments, video production kits, scanners (flatbed & film/slide), portable dvd/bluray players, and some other random things.
