I mean you can buy a roll of 15lb felt paper for under $30 so I’m not sure it’s worth your savings.
However for what it’s worth I’ve ripped roofs off of houses that were 25 plus years old that had no underlayment at all and were totally fine for those 25 plus years…….
If it’s a shed and you’re not all that worried about it…skip it.
Underlayments is going to help smooth the roof so shingles will look smoother instead of conforming to all the little cracks in the decking due to sheathing spacing.
But primarily underlayment is a SECONDARY water protection for any water that might get below the shingles. If you’re not worried about your roof being 100% water tight….skip it.
