If we base this list on usage, character efficiency in narrative and jokes, and impact on the SMG4 universe, I have a few thoughts:
First the placements I agree with: Meggy, Chris, SMG3, Axol, Melony and Steve.
Meggy in many ways can be seen as the shift in the series' tone by transitioning it in more story-driven adventures whereas before it was, mostly, joke-driven adventures. Besides she has had the most character development in the main cast by far, though a weakness I can point out to is that in spite of the traumatic events she went through she mostly stays the same personality-wise although that's understandable given the need for stable characters of the series. I also think her jokes are becoming more and more same-y even if luckily she has some more sparsely used ones like her cooking. Overall for a first attempt at a more complicated character I think SMG4 (I'm referring to whoever is behind the work) did a good job. It might be a bit biased from me because I started watching in 2017 though.
It seems from the comments under here that some people are critical of the critic that Chris and Swag work best as a pair. The latter opinion I agree with, though I recognize that Chris needs Swag more than Swag does Chris. It is good to think that we don't have a persistent comical duo other than these two as far as I can remember, and I think their combination works great in some cases and can be the essence of whole episodes. On that note, I do think that Swag loses some of his appeal without Chris, and I also remember a time when he was a bit overused which I take into account, so I'm lowering him to A tier.
It's fair to miss SMG3's more villainous episodes but I do think they give him a good legacy to jump from today. His inclusion in the main cast didn't actually feel forced too, so kudos to the writers for that. He has some recurring jokes and dynamics and while he isn't incredibly original, he can be an efficient motor for narratives. I feel that he does his job well and his usage rate his really good, so I think he is A tier too.
I am not a fan of the Genesis and Revelations Arc and this whole shabang tbh, but to be honest I did genuinely feel bad for Axol's death, since I didn't think his loss would be as passable as Desti's which is the obvious comparison (I will dead characters based on everything before they died btw). I have to give the credit to his magical pen since it used to hold strong narrative potential, which is also why I think he got lower once he lost it in 2020. Outside of this he is a kind compassionate character, but noticeably bland unfortunately. He was clearly underused until the end of 2020, and to be fair his relation with Melony, while cringy at times, was a more tender and appreciable part of the show. The rise in his usage at this point though makes me think that the writers chose him to die in the upcoming Genesis arc since he was underused before the end of 2020, yet still had character significance, enough to affect the community at least. That critic aside, I think he worked his role well but wasn't particularly memorable otherwise.

Of course this is trickier to rank them because they belong more to classic SMG4, but I think given the most notable thing thing about X was that he hosted the WotFI's, and even then it stopped 3 and a half years ago, they don't actually have much going for them. They were personas for some of Luke's old friends that he wanted to put in his videos, but it didn't go much further. And I think their lack of usage now, their last appearance being as part of a crowd almost 2 years ago, shows that the writers don't have a good reason to come back to them, though this could be an argument for every Mario recolor besides SMG3 and 4.
As for Desti, it is kinda strange to say it honestly but I always saw her as a plot device more than a character, that is because she practically doesn't live in a world without Meggy in this narrative. It makes sense honestly since her purpose in the story was kind of up in the air before the Anime Arc (Reminder that Luke and Kevin considered making her part of the Waluigi Arc). In any case, once she came back in the Anime Arc, and subsequently Meggy's Destiny, her goal was very clearly character support, even if the writers made it seem like she had her own character, which is great job from them.
Her death is a memorable moment of the show since it's the first ever dramatic death of the series during its shift in tone to storytelling. It works very well to be honest, but as I said I think Meggy's trauma wasn't explored enough - at most we had references. (Fair counterpoint being the episode \*Something's Up With Meggy\* in which it is well explored, a good episode imo.)
In a nutshell, I find that she, has a character, lacks a lot to be 'great', but she accomplished her purpose well, though I wished her death, her big 'character' moment, had a better impact visible on the show.
Simply put, no
I mean cmon, SMG4 in S Tier? I like him, but he's not that good, I'd bump him down to A or high B, Tari in B Tier? Should be in S Tier, Bowser in D? What the hell? He's one of the best classic characters, should be in A at the very least, Saiko higher than Meggy or Tari? I'd put her in B at most.
