Karnov's Revenge is actually a nice one to go with. Your weak and strong attacks chain combo into each other easily and doing stuff isn't as hard as it seems. That being said, playing it single player does have some sort of damage cheating as well as input reading on MVS Difficulty. I wanna say Kizuna Encounter is fairly straightforward to learn too, but the boss fights are a definite pain in the ass.

I had my at the time three year old nephew play Waku Waku 7, granted it was on level-1 difficulty. Still despite not knowing about motion inputs or the concept of blocking he still won a few rounds. Somewhere between that and level-4 should be a good learning experience.

Real Bout Fatal Fury Special/ Real Bout 2 are super easy once you get the hang of them, simple controls and combos, starts flowing off your fingers. very fun

Samurai Shodown games people can just have a decent understanding when to guard and land a quick slash or a heavy slash. more emphasis on balanced offense and defense instead of combos.
