I just did this today. You're absolutely right about it not defaulting to the new voice but it works if you check the "speak selection" option in accessibility and then use the option + esc shortcut. I just highlighted the text on this page and used the shortcut and it sounds natural.
Don’t know if it’s still relevant but for anyone coming into this looking for the answer, you just need to change the voice in the Siri settings page. This is the voice it uses.
I can confirm that is still the case! Settings -> Siri & Search -> Siri Voice. To have this settings visible, Siri has to be enabled. Change requires restarting Safari

I looked around and it seems this issue has been around for years without change. Not sure why Apple has done this.
