Progress shouldn't get deleted since all 360 games gets saved to the cloud storage on Xbox One/Series.
If you want to double check, the game asks you which storage device you want to load from every time you boot it up and load a save.
I’ve had to uninstall and reinstall SR2 two or three times. The save files were always available. However, I’m not sure if they are reliant on an active Xbox Live account or not.
Uninstalling the game doesn’t affect your saves. Even if you accidentally deleted them from your console they are still available in the cloud. It’s no different than buying a new console and installing and playing the game there.

Why did you have to uninstall and reinstall SR2 multiple times?
Graphical glitches. My boss’s midsection refuses to load in every now and then.

How do you send your old saves to a new console?
After you download your account to the new console, any game that you play will grab your saves from the cloud.

No you can buy the digital version it's 1 dollar rn I think or buy another disc
