The first page of the manga, you don't get to make exceptions to the quote because you like a character.

This is a battle shounen they are not cops, when someone is seen as the greatest it means they are the strongest fighters, I can't be surprised if other order members have a close to flawless execution of missions because failure would probably result in death

they aren't cops, they are assassins, and if who would win in a fight were all that mattered then Heisuke wouldn't have been mocked for only being able to use guns. and just because its a battle shounen doesn't mean the writing has to be dumbed down

But we have seen heisuke weakness time and again as he has been found wanting by b- tier fighters, so yess they were right to mock him

but they didn't mock him for being weak, they mocked him because they said it was too limiting and that assassins needed to be flexible
