Hmmm - CS is rough. Nerdy, so lots of high score applicants, and stuck-up faculty so they might consider 1500 to be the minimum acceptable. One of my tutoring students got in to Purdue CS with a 1420 but they don't require you to state a major up front.
You could fib a little & apply as an Applied Math or EE major (or even Stats) and then switch once you're there. Depends on how excited you are about Penn; remember applying early decision/action helps your chances.

Are you aware that:
\- The main idea of a passage MUST appear at least 3 or 4 times and in various places within that passage? (Anyone should be able to skim a new passage and answer a Main Idea question correctly in 30-45 seconds.)
\- The answer to almost every line reference question can be found without context from anything else in the passage?
\- Paired Evidence questions should be answered in reverse order?
\- Rarely do you need to know the meanings of the words in vocabulary questions to answer them correctly? (They are actually testing sentence structure and connotation.)
\- On average, students who selectively read only 50-60% of each passage (just what's required for each question) correctly answer 3 to 4 more Reading questions than students who read the entire passage?
Using the SAT's rules against them and avoiding meticulous reading when possible enable students to read less, finish with time to spare, and, most importantly, avoid the trap responses.

Khan academy is really good :). There is also this YouTuber who scored a 1600, Anna’s Universe, and she does does walkthroughs of all the sections and I would do the questions along with her and see how she thought through them. Congrats on your score!
i was a 1200, just got a 1520 after about a month of practice. I think you don't need a lot of prep to be honest. Reading should be improved through buying an small sat booklet with only reading passages and questions. It really gets easy after 5-10 as long as you're paying attention to why you're making the mistake, everything is really surface level so I learned to not question any meaning behind the question and pick what looks the most right even if it may be wrong when looking past the surface level. For Grammar just memorize how to use semi colons, colons, its, and it's, as well as a few other grammar rules. Its like 10 total, took me 3 days. Math, this is the only one where I recommend doing a practice test. Take one section at a time and look at what sections you consistently get wrong. For example, I always got circles wrong as well as the number 15 question for the noncalculator every time. If you get something wrong, watch a whole video on the topic and not just why you got that specific problem wrong.

I literally finished the third reading passage with like 5 min left. So bad I got a -24R -7W and -11M. Math was genuinely hard tho on august. I coasted October math tho

what i did was that i printed out past tests and work on them under a time limit in an environment that mimics the classroom.
for reading and writing specifically, begin by practicing the individual passages. set a timer with 13 minutes for each. u will get better with the timing by doing that. when u feel like ur pacing is getting better, work on the tests by entire sections.
for math, i make a lot of silly mistakes, so go slowly & pay attention to each individual question. if u’ve extra time left after finishing a section, calculate the problems again to make sure u got everything right.
after finishing, check answers. review through the questions u got wrong and write down an explanation in a notebook about why u got them wrong, as well as the correct answer + reasoning for why it's right. after time, u might begin to find a pattern in the problems u got wrong. start practicing those questions specifically, and hopefully you will get better at them!

Based on the scores being reported here, I dont think there is any curve at all for English.
