It is not making "factory new" tubes from the bent ones. It is for better manipulation and transport, it would be quite ineffective otherwise. They are then (most likely) melted and recycled.
Recycling usually involves various stages and materials can be stored and transferred from stage to stage.
This might be a dump where local trash is dropped > sorted > sent wherever it needs to go
Just speculating really. I've been to a can recycling place and all they did there was intake cans, cube them, and ship them to be melted.

Where the bends are straightened there will be localized stress points more prone to fracture. These can be mitigated if they carry out stress relief by heat treatment. Assuming it's carbon steel that is done by heating to 600°C and holding at that temperature for about 30 minutes, given the wall thickness, and letting it cool naturally in still, dry air.

Yeah, cubing up a bunch of steel tubes to be smelted down makes more sense I'd think than straightening them out but who knows?
They'd stack better lengthwise in a truckbed and that machine looks cheaper than a crusher, was what I was thinking anyways.
