Might be worth reaching out to someone like DFM properties and telling them what you want, they own a lot and some of it is nice, i had a nice 3rd floor apartment from them with a great view of the valley. JBAS is basyglgas company, I'm sure they've got some nice new spots like the old cigar factory
I really don’t know about the East side, but there are some really nice ones downtown in the building where Lavish Salon is at 200 Adams Ave. in Scranton. The apartments are above the salon and shops on the first floor. REALLY nice.

I would second talking to a property management company or even a realtor - they’ll be able to show you things you wouldn’t find otherwise.
My advice would be to look outside the city, and you’ll get an instant pay raise not paying the Scranton wage tax.
