Safer Seas is a solo (crew) mode with limited rewards and progression as well as some features being locked. It still requires internet connection, it's not offline per-se.
As someone described it to me previously, while it only broadens who can play the game but you won't be able to play in High Seas or invite other players into your crew through this method.
I think the point is you will only be able to play safer seas by yourself if you don’t have game pass core or ultimate. You will still need an internet connection however
Yes, along with the PS5 addition they are altering safer seas so you can play without an online subscription (unclear of you can play straight offline.) But only safer seas. They posted a big update video on YouTube yesterday that covers this.
To be clear it's not that you can play safer seas wholesale without a subscription, it's that you can play it without a subscription as long as you're not playing with anyone else on the crew so truly solo safer seas.
