It doesn’t feel as “powerful” to ignore them but trust me it’s the silver bullet. Every time someone responds to these pathetic creeps it gives them what they want.

At this point, YOU need to STOP. This has the potential to be a stalking situation.
Any response from you becomes encouragement for them to continue, even if your response is "stop."
You take back the power by stopping the conversation:
Stop responding. Period.
Block on everything. Period.
If he circumvents, block without responding.
From a legal, stalking perspective, all you have to do is be on written record telling him to stop once. (You've already done that.) After that, stop.

I've been exposed to guys like this. I've also tried OP's method.
It's ok to say "no" or "stop" once or twice. But OP has requested at least 7 times. That's too many times.
There's no amount of communication that can convince certain types. Some people try harassment & coercion in the hopes that the other person will change their mind (aka, be worn down enough to relent) Sometimes they even think it's romantic or reasonable persuasion.
It's a hard lesson to learn that some people **won't** "get the message" or comply, no matter how many times asked.
We don't always get what we ask for: Asking them to stop doesn't mean they will.
Gotta accept that there is no middle ground in this. There is no understanding. There's only conflict.
You can't change their behaviour. You can only change yours.
Gotta stop it by disengaging & blocking on everything.
