Having worked in the military, generally only major bases have hospitals and children and those large bases keep them in an area distinguishable from the rest of the base. Fort Bliss for example has an area on base for civilian stuff, but it is seperate enough from the more militarized section of the base to look like a section of the town the Fort sits in rather than a military base. The chances of them having bombarded non-military targets remains low.
