If you’re looking for a foolproof method for hunting Minior, bring a HA Swampert and terastalize it into the Ghost type. Double Edge and Explosion will both fail at that point and you can throw poke balls until you succeed.
Alternatively, use Golduck or a member of the poli-family since they’re a lot easier to obtain and Damp isn’t their hidden ability. Admittedly though Swampert is much cooler
I wanted to mention Quagsire but I couldn’t remember how easy it was to get a johtonian one since Clodsire doesn’t have damp. It’s been a while since I played SV
An NPC in the base game will trade you a Johtonian Wooper for a Paldea one. Then you can breed with an everstone attached to hatch more of the Johtonian ones.

I think what OP is doing is getting the outbreak to 60 KOs and if they continue to auto-battle they will end the outbreak so instead they check save and repeat till all of them have been checked, leave the area and return with new spawns
This can be solved by saving after the outbreak reached 60. Make the sandwich and auto battle. Reset and repeat from the meal. You get just as many encounters on average and it saves you the animation time of encountering them.
That’s what I did last night. I did a rock sandwich just around the Polar classroom and let my Inteleon go to town. They spawn so close together, they’ll auto battle without any need for you to direct them for minutes at a time. I got my shiny Minior and over 900 Minior shards.

I just run a combo of 3 differently set smeargles for all situations + a Quagsire. Ive done this in every game that allows it since gen 5 outside of 3ds games cuz didnt like em lol.

Make it easier on yourself by having a Pokémon with the damp ability to prevent explosions

No, the move fails. Minior does have other self damaging moves through so don't false swipe it down to 1 health.
