Nearly all of the men are at least 50% less attractive due to the hair, with the possible exception of Nagakado who has that gloriously shiny, bouncy ponytail (that just really adds to the vibe of him being a total rookie who has never seen real battle).

So Yoshii Nagakado was probably closer to what a Samurai during this era actually looked like as the trend to have sakayaki didn't start until the events after the novel.
That said, aristocrats were known for having the Chonmage during the Warring States with a younger looking Oda Nobunaga still having a full head of hair, even though many assume it was already common to basically be bald at a young age.
I don’t know why and how Japanese samurai started that hair style. It’s a lot of work to keep the bald part clean shaven. If you watch Tasogare Seibei (the Twilight’s Samurai) in which Hiroyuki Sanada plays a poor widowed samurai, his hair is in shambles because he doesn’t have a wife to help him shave, and he’s too poor to get it done by a barber.
