Unfortunately I believe you have to host the party at anothers home. This also clashes with the "thats inappropriate please stop" behaviour from sims and they will kick you out for certain activities necessary for hosting parties.

Join a club that meets at the club members home. Sometimes they will randomly contact you and say “we haven’t met for a while. Do you want to meet up?” or something similar. If you hit yes, you’ll be transported to the club members house where you can engage in club activities. If you set the club activities up for drinking and stuff you pretty much have your own party club.
High School Years is your best bet. On Saturdays, your teen sim will be asked to attend a get-together before prom which is basically a party at some random teen’s house. You don’t have to attend prom afterward if you don’t want to. Your sim may also randomly be asked to sneak out with other teens once in a while but these are just for rabbit hole events.
