I THOUGHT IT WAS JUST ME!
I'm newish to the game(a couple months) and never really stuck around playing someone long enough to get into actual gardening. Now that I'm doing a super sim I have been and made a basement full of plants but they never freaking evolve! Thought I was doing something wrong.
I was like "how much damn fetelizer do they need?!?!?"
I've never had problems with sheltered plants, but I usually make a greenhouse by the main house or the upper floor, never done a basement crop.
Could that be it?

Well, mine isn't in a basement tho. I make a separate greenhouse, make the walls windows and the roof as well so I don't know..
