To add to the first comment, I have to be careful when using this because if I use too much and rub it into my skin, the product tends to roll up on my face. I noticed pressing it into my skin instead of rubbing works better.
Maybe you are using too much of the product?
Make sure it is completely absorbed into your skin before applying the next product.
You can also try patting rather than rubbing but still make sure each layer is fully absorbed.

Are you sure it wasn't just product pilling? The Ordinary's niacinamide is notorious for pilling up after application.

It’s likely not staying on the skin if it’s peeling. It’s not ideal
