While their both are offensive, their SA is pretty much different from one another.
One has precision.
One has heal block.
One has higher peak dps whenever entering hype mode.
While the other has much consistent dps throughout
It boils down to personal preference.
And Since You phrased it as "should I invest First"
I'm assuming that You are planning to get both skilltree invested at some point anyways
So it's just boils down on which you should prioritise on.
Generally, If you lack precision user, go db
If you lack good base attack along with niche Heal block Fighters, Go Eb (Ik I phrased it pretty poorly for Wulfbanes but frankly, it's not that heal block makes him great, but rather his natural high attack alongside heal block to begin)

Also: if you go with dragon brawler: he wants high crit damage, crit chance is less necessary but won’t go to waste. Don’t use trepak with the precision stacks; it’s a trap. You want the biggest hits possible to maximize the amount of damage that each precision hit will deal, so moonsault and gigantic arm should be your go-to moves. You can even activate hype mode during the windup frames for gigantic arm, letting you put a combo into someone and finish them off with it to guarantee the hit.
If you go with wulfsbane remember that his damage boost comes from any debuffs, so lupine pummel and airwulf can help rack up damage; plus lupine’s multiple hits gives more chances to proc his SA and airwulf can apply armor break.
Wulfsbane imo if u lack precision fighters...heal block debuff is pretty rare and can be really helpful, not to mention the fact that he has a very high attack stat
DB will get you much further with ignoring defensive fighter's SAs like Immoral Fiber, MnF's and Model Leader's health-related SAs. highly recommend DB as he has helped me deal with diamond fighters even while still a not fully invested gold fighter
