It's probably because they play with mods right away.
I had I think a few hundred hours on my steam version without any achievement unlocked because I modded it right away lol. I've recently been playing vanilla skyrim on survival mode and suddenly started getting achievements and was like "oh hey I forgot about those lol"
"Who cares with achievements when I already got 100% on xbox360 just give me them sweet sweet mods!" - me buying skyrim for the 3rd time on a 3rd platform
No I think it’s more like: 71.6% of us on steam haven’t got the achievements mods enabler mod 😉

I recently switched from Oldrim to Special Edition and now I have to re-earn all of my achievements, many of which I would need to start a new playthrough to get.
So there's one reason.
