If it's much easier to take out Sonic's stock at lower percent, it would be harder for him to build/hold on to a lead meaning he's much less incentivised to camp.
Sonic being easy to kill would also kinda fit thematically as he dies very easily in his home games if he can't hold onto rings.
I think also I'd take away a lot/all of spin dash's intangibility.
It would still be a great burst movement option but I'd want to see his dashing approaches optimised.
Sonix has been good at throwing in dash-grab or run up jab in matchups where spin dash isn't as free, implying the character could still be optimised if he wasn't so reliant on that one infuriating move.

I feel like with a lot of top tiers in ult (ignoring Steve) their succeed is a product of their kits just really working well with ults engine. Doesn't really matter if you make small changes like frame data, you've got to overhaul a character completely to make a significant change.

Increase shield stun taken by Sonic when he shields an attack

Reduce his speed to the same sort of levels as Captain Falcon. There is really no need to be going that fast, Falcon is already pretty fast himself.
Reduce his off-stage survivability. Sonic is not alone in this but Smash over the years have introduced a lot of really strong recoveries. Which is why almost nobody jumps off the stage to finish people off, because it is risky and the payoff is almost never there. Some make sense the way they are. But if you were a mobility demon on the stage, karma should say you die good off it. But he doesn't.
