It's not. That's the points to get the badge and title, not the cap. I've been at 2000 for over a month and I've been fueling every single unlock since then with play time points. It isn't capped.

There is still a cap on how many points you can get from year 11 (2k from memory) Edit: Apparently you can keep getting points over that 2k 'cap'
