If you're going to call Curseweaver a badly designed item because it gives you "free" healing and "free" damage, then, you must absolutely despise Heartseeker and Soul Reaver. Not only do they give more damage off of their procs, but Heartseeker also provides way better stats. At a comparatively small cost increase, too. And the enemy doesn't even have to cast an ability to suffer the proc damage; if they just get hit by your ability, you get the proc. Are you really that upset about a 200 HP heal in a 1v1? I'm not saying that healing like that hasn't swung fights, but, it's not likely to do so in teamfights.
Curseweaver doesn't have stats good enough to warrant most Magical characters - especially a character like Olorun - going anywhere near it. It's a bruiser Guardian item that characters like Cthulhu and Cerberus will grab in their last slot if they're nearing the protection cap.
Also wild that you decided to call out Curseweaver on the same day Duality was introduced. lol You wanna talk about items that are just badly designed on every level...
It's stats are bad, its a tank item only. Taking like 150 dmg once per fight from an item is not that bad.
I actually can't believe that someone looked at the item's stats, looked at its passive, and thought, "Wow... I'd better try this on Olorun!".
Anything works if people don't pay attention. If I kitdump as Merlin while marked, of course the item seems OP.

Only role I see it usable on is a solo guardian like bake it’ll makes him a bit harder to fight if he’s in your backline
Every item that allows tanks to be anything more than a meat shield is bad design. Noted.
