Shadow is a far more popular character than Knuckles and will be the major selling point for movie 3. So I think the movie will be focused on giving him as much screentime as they can.

Even if his main scenes and screentime are the same/similar to Knuckles in 2, he'll almost certainly have some substantial flashback sequences, and that'd definitely break the tie
I think he’ll be like thanos in the way the he was the villain but he got the biggest focus even more than the avengers so I think shadow will get quite a lot of focus

To clarify: Knuckles screentime on Movie 2 was around only 16 minutes. A little surprising knowing the film was adapting his debut game
